Charles M. Collins, M.D.

Dr. Collins is a Board Certified Ophthalmologist, graduating from The Uniformed Services University of Health Sciences in Bethesda, Maryland. Dr. Collins is also a graduate of the United States Naval Academy and served as a P-3 pilot before entering medical school. He completed his ophthalmology residency training at Bethesda Naval Hospital and worked as a military physician at the Newport Naval Hospital before entering private practice. He served as the President of the Medical Staff of Naval Hospital Newport.
Currently, he is the Medical Director at the East Bay Surgery Center, where twenty surgeons perform state-of–the-art ophthalmic surgery. Dr. Collins also does mission work with New England Volunteers in Optometric Service to Humanity.

Frederic J. Kelley, O.D. - ophthalmologist in Middletown, RI

Frederic J. Kelley III, O.D.

Dr. Kelley is a graduate of Assumption College, where he received his BA degree in Biology in 1986. He continued his graduate education at The New England College of Optometry, receiving his Doctor of Optometry degree in 1992. He was then commissioned into the United States Navy, where he served 13 years of active duty, stationed in Charleston, South Carolina, Patuxent River, Maryland, and Newport, Rhode Island. During this time, he served as an adjunct professor and preceptor for clinical instruction of fourth-year optometry students. 

Dr. Kelley joined Eye Care for RI in 2005. He specializes in complete family eye care, providing eye and vision care, including contact lens services. He examines diagnoses, treats, and manages diseases and disorders of the eye and the ocular manifestations of systemic diseases. In addition, he participates in the preoperative and postoperative co-management of cataract and refractive surgery patients.

He is licensed in Rhode Island and Massachusetts.

Frederic J. Kelley III, O.D.

Dr. Kelley is a licensed board optometrist with twenty years of experience. He is a graduate of Assumption College and the New England College of Optometry. He is a 20 year Navy veteran.

Dr. Kelley has a strong background in the latest technology in vision correction and diagnosis and treatment of eye disease. He also specializes in contact lens fitting including therapeutic lenses, multifocal soft and rigid gas permeable (RGP). Dr. Kelley also specializes in pediatric eye care, from comprehensive eye exams to treatment of eye disorders. He also provides lasik consultation, pre-operative, and post-operative care for TLC Laser Eye Centers.

Dr. DeFreitas is a graduate of Providence College, where he received his B.A. degree in 1990. He continued his graduate education at The New England College of Optometry, where he received his Doctor of Optometry degree in 1994. Dr. DeFreitas specializes in complete family eye care, including routine vision exams, contact lens services, therapeutic intervention including the treatment of glaucoma, and the pre-operative and post-operative co-management of cataract and refractive surgery patients.

He is licensed in Rhode Island and Massachusetts with full therapeutic privileges and is a Rhode Island and American Optometric Association member. Dr. DeFreitas has provided eye care services on Aquidneck Island since his internship at the Newport Naval Hospital in 1993.

Dr. DeFreitas is a native Rhode Islander and a first-generation American of immigrant parents from Faial Azores. Dr. DeFreitas is also fluent in Portuguese and Spanish.

Lucas J. Medeiros, O.D.

Dr. Medeiros is a Magna Cum Laude graduate of the University of Rhode Island, where he received his BS degree in Biology in 2018. After working as an Ophthalmic Assistant at Eye Care for RI, he decided to continue his education to become an Optometrist. Dr. Medeiros graduated with honors Cum Laude at the Southern College of Optometry in 2023. He is also an active member of the International Optometric Honor Society Beta Sigma Kappa, the Rhode Island Optometric Association, and the recipient of the 2023 Eschenbach Student Award for Excellence in Low Vision.

Dr. Medeiros was born and raised on Aquidneck Island. He has enjoyed serving his local community since his internship at the Newport Naval Health Clinic in 2023. Dr. Medeiros specializes in complete family eye care, comprehensive examinations, contact lens services, therapeutic treatment of glaucoma and other ocular diseases, and co-management of pre/postoperative cataract and refractive surgery patients.
